Site filled with scraped *content*?

I want to create a site that actively scrapes a group of multiple other sites / blogs contents and places on my site as a post or page, with a prefilled introduction and surrounding content. What programming languages / web stacks would be best for something like this. This is for sites that permit copying of their content and I am not intending to violate any rules
