How to create shapes with measurement and read it in my application?

Is it possible to create an application that can allow user to create shapes with dimension? The dimension will then be input into the application for calculation purposes. Below is an example of what will be created.

So after the user created the image in the application shown above the application must be able to know the shape created consist of 2 rectangles. The application then will do the required calculation.
