Building a 3D-Neighborhood map in JS/TS/Django or Flask

For a prjoect I want to create a 3D-animation of a made up neighborhood. I want to allow user interaction with buildings and be able to animate "flows" between several buildings. I even found a almost perfect example of what my GUI should look like. However I can't figure out which libraries/frameworks were used.I think the website was built with angular.
