Prevent set cookies, only after click Accepted Button

I use cookiebot on my website to manage my cookie and the script is at the very beginning of the page, but if the cookie overlay is open i can see that the cookie's was still set (developer tools > application).

After click at the "Accepted" button, the cookies were deleted.

I want that the cookies only set after the "Accepted" button, before i don't wanna see anything.

Is it possible to prevent setting cookies before click on the button?
