Mobile Application to monitor a web plateform via bluetooth

I want to develop a mobile app allowing me to open and manage a web plateform remotely via a bluetooth connection. I'm asked to use Android Studio to develop the application. I'm stack on starting the development and I didn't find resources on internet. Is there a website that would help me start or guide me to develop an app for the pilotage of a web plateform ?
