Is there any way to set an animated HTML page as my wallpaper on android?

Is there a way, short of programming my own launcher, to set an animated HTML page as my [live] wallpaper on my phone?

I made a looping HD video I really like a while back, but rendering HD video at all times kills your battery. I have a hypothesis that a HTML (and javascript) animation would be more economic with battery life, which might be entirely wrong.

This topic offers a few different solutions, but they are all out of date and no longer developed, it would seem.

I was hoping for a moment that HTMLauncher, which let's you program your own launcher with HTML, was my answer, but that as well is no longer being developed, the latest build being from 2016.

So two questions, I suppose:

1. Does anyone know of a launcher or other method of doing this?
2. Is this fundementally misguided, because it would not solve the battery issue?
