Does every backend needs an API

I am quite new to backend development and I have been learning about how the web works. Uptill now I understand that client and server communicate through protocols like HTTP. Then I learnt that APIs are the ones that handle requests and responses. My question is that do we always need an API on the backend side even to handle simple static requests like a HTML page?

How the web worked before this era of REST and SOAP apis?
