Things to learn to make an application that blocks websites that user enters like an app that can put a child lock on the browser

I'm a beginner in application development. I've just started learning and realized that it's too overwhelming. I want to make an app that blocks websites that the user enters like a child lock application for a project. I'm learning android studio right now(beginner) I'd like to know what else I need to learn in order to block numerous websites. Like is there a networking course for this? or do I need to learn web development for this?
