Billing System Web Application

A client of mine asked me to develop a billing system (Web Application), they want to have the following features:

1. Invoicing.
2. Track payments in real-time.
3. Recurring invoices
4. Taxes & selling to multiple countries
5. Trail access.

also they wish to enable prospects to create an account to buy services and track their payments.

My questions are:

• Are there any recommend developement technology to use to develop such a web application?
• Is there a framework devoted to billing system? For example, for e-commerce websites there are multiple choice of frameworks to choose from.

Would like to hear your thoughts and recommendation. Or is it a better choice to buy ready made billing system.
