All users of my website to insert their own paypal email to receive payments? [closed]

I am trying to make a service which involves my users making money through my site which requires payments to be sent to them but with a percentage of it going to my business.

For example, A user has their own page/shop through my website and people are able to send money to them through my website, and the money goes to them instantly but a small percentage goes to my business?

What is the best way to do this with the Paypal API?
