Creating torrent client

how to create Torrent client using php. like seedr.cc . I want to download file around 22GB . But Im not planning for paid version . I have my webhosting I want to directly fetch file on my server. simply I want to get 22GB file on server from .torrent It may need 44GB data . Can I directly send file there
