How to make elements fit the same for every resolution

I have been building my website on my desktop and everything fits fine but when I view my website from my laptop there are some elements shifted out of place. The font seems bigger on my laptop which causes more lines and this causes weird shifting. I use percentages for everything to make it responsive so not sure why the font ends up being bigger on my laptop. My desktop and laptop also have the same screen resolution of 1920x1080 but somehow looks different. Could someone help explain why this could be happening?
