How to create a (Windows) virtual machine on a web host?

Is it possible to create a Virtual Machine (possibly running Windows) on a web host? I have VPS web hosting and domain with BlueHost and I was wondering if there was any way i could use the features it provides, since they are quite adequate for a virtual machine, to run a virtual machine.
