Chatbot in python to accept user input to a variable

I was just planning to create a bot to take url of a website as input when keywords like 'fetch','scrape' are entered by the user as query, and using scrapy package it will scrape the desired webpage gives as the user input to the chatbot. Which is the most suitable python package to implement such a bot? And how to copy the user input to a variable or to a file?
