404: Page not found. Unsure where to access files

I am an amateur programming seeking to help my dad with a problem his website is having. They had problems with the developer they have hired after the website started acting up. They no longer do business with this person and have received a backup file of the website which I am not certain is complete. Two php links for a contact form and blog are not present in the backup files (unsure whether they should be...). They are linked using iframe tags which I read display the link in the case that the server does not accommodate these tags. I receive the following message when the pages with these components are opened.

404: Page not found This error is generated when there was no web page with the name you specified at the web site.

Troubleshooting suggestions:

Ensure the page you are linking to exists in the correct folder.

Check your file name for case sensitivity . Index.htm is not the same as index.htm!

Temporarily disable any rewrite rules by renaming your .htaccess file if it exists.

Alright, so, I suppose my question is as follows. Should these php files be included in the backup directory my dad received if this backup is complete? It seems that it might be the case that the developer consciously omitted these files. I studied programming in a more scientific context so this is all really foreign to me.
