Which is better using php or html/javascript to build a website?

I am building a small website, which includes a "Home Page", a "Contact Page" and three other tabs. The Home Page contains a banner / slider with some text. The content of the three other tabs is to be filled from a text file, located in the same folder. The Contact page contains only text. (No Login, Account, Shopping/buying, etc. functionalities are required)

My question is which is better to achieve this task; 1) using only HTML Code and some JavaScript (index.html), or 2) using a php code + HTML (index.php)? Any recommendation?!
