Web platform with creative freedom?

I've been searching for a platform to develop a static website without writing the whole thing. But every platform I've tried, like Webnode, Wordpress and a lot of others has been unusable for one reason: They do not give you much or even any creative freedom. They just give you some templates to choose from, and if you don't find what you want, or if you want to change a color or add a menu etc. then you are out of luck. You can only pay for a more premium version of the platform (sometimes not even that).

For example, I remember Wordpress didn't even allow you to change any colors on the template you chose. If I'm mistaken please correct me.

My question is: Is there ANY such platform that gives a healthy amount of freedom to the user? Or perhaps I am missing something very basic? Thank you for any help!
