Redirecting a user who has access to my wifi to a page hosted on a web server

I want to redirect a user who has access my wifi to another website,say he wants to go to google redirect him to facebook. I have read how to create a web server and code to redirect, i am missing , how to apply to user access to my wifi But a answer to the whole question is also appreciated
