How should I start creating a real-time Quiz Bee Android application as the client-side with a PHP web server? [on hold]

The project is essentially quiz bee automation.

For example, the Web module contains a Quiz Master, a Judge, and an Admin.

When the quiz starts, the Quiz Master would send out questions to be shown on a screen, while the contestants would answer the quiz using their Android devices where a textbox and a timer would appear. After answering before the time expires, the answer would be submitted and the score would be recorded inside the web module. The Quiz Master would also be able to view the results of the quiz.

The Judge would be able the view the contestants on his/her page and change the results of the quiz by clicking on a contestant, viewing their previously answered questions, and altering whether the contestant was right or wrong.

The Admin would be able to add questions and add contestants to the quiz.

Obviously, I'm not looking for an extremely specific solution and/or source code links. I'm trying to figure out how best to approach this. Is this achievable using PHPMySQL as my database for both the web and Android modules?
