Cursor in web app being overwritten and set to progress. Any ideas why?

I have a web app that is made in js and html. When I launch the web-app, the cursor is set to progress. When viewed in the console this is because the cursor setting for body is being set to this. However in the HTMl it is set to 'zoom-in'. Any idea what could be overwriting this.
