How to get http REST API C# file(backend) and from js/jquery(frontend) without MVC and etc?

I need to run web app locally without server and external resource. I guess need to build executable file in which set rout Http get, after open web page and exec JQuery service for C# route. I don't know how to build that application without ASP.NET/MVC/SERVER
