Online cross web site tracking, cookie vs non-cookie technology

Many web companies use third-party cookies to track users. I'm wondering, why are there cookies being used mainly because there are more comfortable technologies like session storage and indexed db?

I think I can see some reasons, but I wonder why there are more specific reasons.

1. Techniques other than cookies can only be created using javascript

2. Many other web browsers have not yet applied. (But almost all browsers are available)

Any other reason?

Is it the most used because it is simple and traditional technology?
