how to implement command that can be call by upper panel button and also by mouse right click menu ?

i need to implement web client application - that contain some canvas and upper button panel.

on this canvas i will have an elements that are different items - and pressing on each element and button ( from the upper panel ) will do something else ( depend on the element kind )

but the when i pressing right click on the element i will able also to popup a menu that will contain the action that was done by the top button panel.

Is there some framework or some code that i can use that can make this implementation easy ?

(im using reactjs .. but i can use something else also )
