What are the important steps in the development of a web interface? [on hold]

I have developed a script (programming language php) that will retrieve data from a database and added extra information from NCBI. A would like to develop a web interface that enables you to retrieve this data on-line. Are there certain things I have to take into account to do this? Which is the best way to start? Are there certain security measure that need to be taken?
