Most convenient way to rapidly create websites [on hold]

So I'm looking for a library / framework / language / program / whatever which could help me create websites in the most convenient and hassle free way possible.

Sometimes I find myself that it would really help me if I could create a website rapidly. 24h competitions, late projects, having fun or just helping my uncle Ben sell unicorn fart online.

I'm not looking for make yor website in 7 clicks html-only template stuff, I need real functionalities too. Database, scripts, whatever.

The only way I've created websites before is the good old hardcode way: in php + html, notepad++, manually writing all the register and login stuff with the password hashing.

So I know some programming. Mainly python, c++, php, some javascript too, of course sql, html, css. Only that, the way I've done it before is a real pain, is buggy, is slow and I don't even need to continue the list.

EDIT: I imagine it is something related to python, that would be real lazy.
