Java web app from database

i am quiet blocked in my project. i have a textfile that i break down (by line, every line has specific data) and i need to charge it into my database. and all this should be done with a UI. => user will have the possibility to choose a file by clicking a button, and then the chosen file will be charged in the database : after, information of the database will be shown in the UI. my problem now is how to charge the database and use UI in the same time. (i can use eclipse or netbeans, and oracle for the DB) Thank you all for your answers!! Peace!
