How to design mobile friendly website?

I have done my project design using HTML5 and CSS3 in web. But when I run it on mobile browsers, the design is not coming properly.

Please give any idea or guideline how to design mobile friendly website which can be run effectively both in mobile devices as well as desktop/laptop.
