Best way of implementing a web-based UI for flow-based programming

I need to implement a Web-based UI for flow-based programming. In flow-based programming, you represent a program graphically, with boxes and arrows. Boxes represent operators and arrows represent the flow of control and data between those operators.

Does anyone know of any frameworks for implementing flow-based programming? I would like to avoid starting from scratch.
