Opening PDF document in iFrame

I'd like to be able to:

1. Click on a URL link representing a static PDF document;
2. Have that link open into a new window/tab with;
3. The PDF contents open on the left hand pane; and
4. Have an annotation/editable section on the right; and
5. Have events between the two frames synchronize per events as in 4 above

Is this possible with modern web tech/Javascript?
