most common web app development environment [on hold]

I was asked a question by one of my accountant coworkers. What development environment do most web app developers use; local or remote hosted? I am personally developing locally on XAMP but I was hoping to find out if a local environment is common for pure development work. Any feedback (except being voted downvoted "off the island") is appreciated.
