How to pass the section or item as a variable via URL?

What I am trying to do is within a page, it has the tab thing to display different contents, if I click the 2nd tab, it will pass that tab's ID or some kind of information via the URL. So I can copy that URL and use it when I try to access the contents directly next time without going to the default content/tab then switch to the 2nd tab.

I have seen quite a lot sites using it, but not sure what is that called and how it is implemented.

Could someone give me so clue or idea,please?
