Create particle effect of changegout.com

I'm trying to create a clone site from changegout.com. I've tried downloading the page with winhttrack but it won't work. I've searched a lot and found some particle system, but the effect in changegout.com is really different and really matches what I'm looking for. Please help me. Thank you
