Network Load Balancing - Cannot connect to the configuration database

I'm kinda looking to get some help with an issue that is either related to nlb or web servers.

Scenario:

Server1:
Nic 1: 10.255.17.214
Nic 2(NLB): 10.255.17.224

Server2:
Nic 1: 10.255.17.215
Nic 2(NLB): 10.255.17.225

Network Load Balancing Cluster ip: 10.255.17.220

The NLB cluster is fully setup, and a web service is installed on both servers to test the failover.

Problem: Whenever i access the Cluster ip, i get this message in return: "Cannot connect to the configuration database."

Any solutions? I might have missed a part in the web service setup, but i can't seem to find the root issue to this.

Spare info:
- Ping works across servers.
- Ping works on the cluster ip
- External ping to the cluster ip works
- If the cluster ip is accessed from one of the servers, they show their own web page.
- Both servers can vist both web pages
