What effect should I apply to this filter?

So, I have a filter with a list of years, you can see in the pic below:

This list is too long, and I want to do something like this:

Any suggestions about:

• how I can do this
• what will happen if user click on the three dots
• how user would get access to any year

I have no idea how it should works, so any relative links or solutions (or even valid keywords for google search) are welcome.
