Combine css border-image with image upload and slider functions. Possible?

Is the creation of a function, displayed in the image I have attached, possible?

Basically visitor uploads image then clicks either arrow(like a slider) to change frames. I could only find CSS border image explanations after google searching.

If someone could please provide me with any advice or point me in the right direction.
