Make a sever-side self-learning A.I that can be accessed from any device [on hold]

I'm now wanting to create a self-learning A.I , that is stored in a server

that can be accessed from anywhere whether it is is a website or an application

but the problem is I don't know where to start I don't what programing language should I use or anything

SO if you know any books or programming languages that I can use, any helpful resources it would really help me out
