Effective development of web and mobile app

Is there an effective way how to develop web app together with its mobile version(s) (Android, iOS) without having to code the same 3 times?

I would like to use PHP, JS, HTML5, CSS.

I suppose ReactJS and ReactNative could be answer but I have no experience with these libraries and their use.
