Develop a platform with a CMS or a proper code?

I want to develop with my association a collaborative platform to share pedagogic content i.e. videos, quizzes and documents. We are targeting 20 000 teachers and about 1 million students.

Would you say it is better to use a CMS for this purpose or write the whole code of the platform ?
