How to add a draggable vertical boder with text on it in Foundation?

I am a web beginner and would like to know how to add a draggable vertical border line (with short text on it) in Foundation.

My vision is to be able to drag the centered vertical line and having the left/right content automatically adapt (expanding/shrinking or moving down below) to the line position.
