Add Script programatically before closing body tag while document.readyState is still in "LOADING" using JavaScript?

Not sure if this is possible and I've scoured the internet looking for a solution but is it possible to add a JavaScript programatically, immediately before closing body tag while "document.readyState" is still in "LOADING" state from a script running in the HEAD of the document? If so how? JavaScript solution only please!
