Strange website redirect with repeating file name

I have a very strange problem where when I attempt to access my website hosted at ipage. the domain is called codingutilities.com and I'm trying to access a page in my root directory called substring.html. so I go to http://ift.tt/2lcfYua and I get the error

why is this repeating the end? my htaccess file is empty. I would like to know the root cause so that I can troubleshoot. thanks
