I know my question is so badly worded and formulated that I'm sort of getting ready for a well-deserved bashing. So if some kind souls out there want to help me, my question is:
"Is there a website where I can put high-levels specs for the development of a software and get estimated quotes from different companies?"
Like a tender. But not getting an agency in London or NYC to quote me, rather like getting India, Ukraine or Philippines developers costs.
We're trying to build a software fairly similar to an existing one, but with a whole bunch of web-based functionalities. So if that miraculous website could also include 'search' by existing solutions/softwares it'll be even better.
So far my googling skills did not lead me to this holy land.
