I am new to web design/ web development.Where should I start

I am from România and I want to change my career to web design/development because it is hard to find work în my previous fieldr.I would like to learn really fast some things so I can find work.I would like to know the steps to follow.I already know some html css and starting javascript.I heard I have to learn also Adobe photoshop.What are other steps and some good free Resources? For adobe and for the programming languages.Thank you.
