I would like to build a web app where a user can sign up and take some subsequent steps: filling forms, sending signed pdf, pay some money. The user can only access one step at a time. Every time the user completes a step an email notification is sent to a superuser that checks everything is right and unlocks the next step, sending him specific instructions.
What tools are best to achieve this task?
