what are the requirements to develop an web portal?

I have to develop an web portal ,The theme of the portal is education,I have to develop user and administrator sections ,charts, news...

This is my the first portal to develop, I want to know do I have to use cms to create my portal? if not what should I use as tools? I have some knowledge in php ,mysql,html are they sufficient?
