Technology advice for CV website

I am asking here for some advice. I want to make the context as wide as possible so I will mention several lnaguages not just one.

I want to make myself a cv site, which basically will have some infromation about me and maybe a blog about my projects and tutorials. I come form a desktop background (Java,C# some Android), but I don't have much experience with web developent. Is using wordpress actually acceptable for this kind of project? Or would it be more valueable to write it from scratch using HTML,CSS,Javascript with maybe Bootstrap and PHP for backend which I know is simple to learn.

Or if I want to be a C# or Java coder would it be better to start learning ASP.Net or Spring and do this, but then hosting could be a problem and frameworks are complecated so hard to learn without doing it 8 hours a day (Is learning spring even viable without reading a book on J2EE?).

C# has this one advantage that it has Xamarin which would simplify doing mobile version of the app. (Visual Studio is a big help too)

Also about the database, I come from Oracle SQL background in university which I am preparing for a certication, but I know the free version is limited so is MySQL more viable for a blog, is it a lot different to learn?

I know I could do a static one Page Front end in HTML, CSS and Bootstrap with android app Without a blog in a weekend or 2, but would that be impressive?

I know there is many questions, and I do not want to start a war, every technology has its strong points and weak points that either fits or not a certain situation, they are just tools. I am asking here for some guidance, links and maybe tutorials. (The site needs to be one of the projects, as web development today is the essential skill for employment and is something I havent gotten into yet)
