Native Mobile App Architecture

I 'm planning to develop a web app that will be accessible by both desktop, and mobile devices (Android, IOS, Windows). I'm new to mobile app development. I 'm considering the Hybrid vs Native options. What's the best development tools for both (Hybrid & Native)? Do hybrid app meet the standards for Apple Store/Google Play/Windows Store? I understand I can use a regular web server, if my app is hybrid. What are my options if my app is native? Do I need different servers, bearing in mind that it's one app. I 'd appreciate any link on the architecture of web app for multiple platforms.
