Callsheet Offline Application - Buy or Build?

I have 2 technicians in the field with rugged Windows 7 tablets. The web call sheet form that we use sometimes losses connectivity to the server and pages are wiped on submission.

What is the best and easiest way to create a offline form like this?

Or should I just buy a solution?
