Customer Management System

I am about to create a simple customer queue management system for an office but I am not so sure if to which technology/language should I develop it. Can you suggest if what's the best, easiest and fastest way to implement? Is it doable via Web or should I use C#/ JAVA?

If it can be done via web, what framework should i use?

The set up is, there are 4 tellers with PCs and each of them can control another PC which serves as a display. Each of them are connected in the same network.
