trying to publish an asp.net mvc project but getting nowhere

I followed this tutorial to a the "T" and I still can't browse to my project. http://ift.tt/248rMZp When I try to browse to local host or my url that I have pointed at my local machine from no-ip.com all I get is a "Not Found" 404 error. As per the tutorial I stopped my default website in IIS, but if I turn it back on and put a simple "hello world" .html file in my wwwroot folder it displays. Help Please!!
